Charles E. DeVoe, III
President

Mr. DeVoe, who joined Charter Builders in 1993, became President in 2004. He has more than 29 years of major project experience in General Contracting, Construction Management, and Design-Build services. Charles is responsible for the overall performance of the division, including profit and loss, all commercial and business development, and the guidance and implementation of strategic plans and initiatives. In addition to his role as President of Charter Builders, Ltd. he is a member of the Executive Leadership Team, serving to guide and direct the strategies, future growth, and direction of our parent company Balfour Beatty Construction. Mr. DeVoe serves on the board of TEXO and was the 2009 Co-Chairman of the Board. He is a graduate of Drexel University with a Bachelor of Science in Commerce and Engineering.

Bruce D. Helm
Executive Vice President

Previously served as Vice President of Estimating and Purchasing. Mr. Helm provides support to the President on administrative matters and market development while continuing to provide leadership and management of Charter's Pre-Construction and Estimating Services, which consistently deliver exceptional value to our customers. Mr. Helm is a 1985 graduate of Purdue University and currently serves on the board of the Construction Education Foundation and was the 2009 Chairman of the Board.  Bruce has been with Charter his entire career.

Jeff Jay Jackson
Vice President Design-Build & Higher Education

Mr. Jackson's focus is on advancing the services of design-build and higher education. During his 20 years with the firm, Jeff has worked with such clients as Paris Junior College, City of Dallas, Federal Bureau of Prisons, Texas Department of Criminal Justice,  and many of the largest school districts in North and Central Texas.

Jeff has managed projects under multiple delivery methods as design-bid-build, construction management at risk and design-build. Mr. Jackson is a 1984 graduate of Texas A&M University with a Bachelor of Science in Mechanical Engineering and has been with Charter since 1990.

Aaron Scates
Vice President / Director of Operations

Responsible to the President for control of the Corporations construction activities. Aaron oversees site-based personnel ensuring on time delivery, safety compliance, quality excellence and financial success of projects across Texas.  Aarons success can be attributed, in part, to his solid relationships with Clients, Architects, Engineers, Local Officials and Subcontractors.  A graduate of Texas A&M in 1993 with a B.S. in Building Construction, Aaron has been with Charter Builders his entire career.

Daniel (Dan) Sheridan
Vice President / Director of Quality, Safety & Risk Management

Responsible for safety, quality and environmental issues, Dan's experience, knowledge and skills garnered Charter Builders the 2009 AGC Willis National Safety Excellence in Construction Award.  A graduate of Onondaga Community College, with an AAS in Architectural Technology in 1975 and a graduate of the University of Louisiana at Monroe, with a B.S. in Construction in 1978. Dan has been a member of the Charter team since 1993.

Steven Levy
Vice President / Director of Operations

Steven joined Charter in 1993 to assist in the building of the 4000 bed Alberti prison in Beeville, TX, having just completed a 500 bed county jail in Key West, FL. He was named the Dallas AGC 2001 Superintendent of the Year and the National AGC 2004 Safety Superintendent of the Year. He has extensive experience in both traditional and Construction Manager at Risk delivery methods for Correctional, Commercial and K–12 facilities. He has proven to be an excellent mentor for our new employees and continues his leadership by example.  In 2009, Steve was promoted to Director of Operations. He is responsible to the President for control of the Corporations construction activities, and oversees site-based personnel ensuring on time delivery, safety compliance, quality excellence and financial success of projects across Texas.
